In reply to your despatch No. 21 of September
12th, I have the honour to report that on the 19th

August Messrs. Jardine, Matheson and Company,
the agents of the 8.3. "Den of Airlie", informed me
that the HongKong Authorities refused to let pass
munitions of war on board that vessel consigned to
the German firm of Buchheister and Company of this
port who had a Hụ-chao authorising their importation

they might telegraph to HongKong that I would allow
the cargo to be consigned to me as a safeguard for
its due delivery to none other than the Chinese Navy.
At the time, es my reports show, the Admiral
the Chinese Fleet and the other local authorities hi
displayed a strong bias in favour of the King's enemi
and the Chinese Customs had declared their inability
to take any precautions in regard to cargo covered by a Hu-chao. Money, munitions and men were being free-
ly sent to Tsingtao on Chinese Government railways; Right Honourable
